Confused on James Clear's Point

I'm rereading James Clear's Atomic Habits for a project I'm currently working on.
James made a bold claim:

Systems, in his words, are the processes that lead to results.
While I love the concept of focusing on systems, I don't understand why should we forget about setting goals. How can we decide what process to focus on if we don't know what we're aiming for in the first place?
Maybe what he really wants to say is that we should focus more on systems rather than goals. Maybe he was just not being clear there.
And I don't think we can just neglect reminding ourselves of our why. It is the sweetness of success and the bitterness of failure that fuel our motivation to keep moving forward.
Nevertheless, I love the book. Easily one of the best books I've read in the past two years even though I haven't finish reading it yet.
